Works closely with the Deputy Vice-Chancellor (Global, Culture and Engagement) to lead the University's international strategy and relationships within India. Responsibilities include partnering with government, industry, and the education sector, as well as implementing the India engagement plan across all Faculties and Chancellery.

As Chief of Staff for the Global, Culture and Engagement portfolio, Joanna Donagan oversees strategy, governance, planning and operational performance while supporting the Deputy Vice-Chancellor in delivering key portfolio priorities. She brings significant expertise in higher education leadership, partnership development and cross-sector collaboration, driving initiatives that strengthen research, education and engagement outcomes.

Provides strategic guidance and coordination of competitor analysis, business intelligence, government affairs and performance monitoring, and drives the University’s approach to proactively shaping its policy context, public perceptions and international reputation.

Advances the University's international strategy and global impact, working with counterparts across the Chancellery and Faculties to develop and implement strategies that strengthen international partnerships, expand global student experiences and promote diversity within the international student cohort.

Works with the community, University partners and the Global, Culture and Engagement team to provide academic leadership for engagement strategy and practice, with particular involvement in guiding civic, community and place-based partnerships.

Provides analysis and insight regarding public policy related to the work of the University, develops and advocates policy positions, provides advice on State and Federal government strategy and supports the University's relationships with government.
